A Message from Jennifer Allmon, Executive Director

It has been an exciting week as we supported families in completing their applications to the Texas Education Freedom Account program! On Wednesday, when the portal for applications opened to families, more than 42,000 student applications were submitted. Applications have now surpassed 80,000, making TEFA the largest day-one school choice program in US history.  

Families can apply from now until March 17. The date of applications within that time period is not relevant  – all completed and eligible applications have equal opportunity, regardless of submission date.

According to the comptroller’s office, nearly three in four applications are in one of the three top priority groups established by Senate Bill 2:

  • One in ten, or 10 percent, are in the top priority tier for students with disabilities and household incomes below 500 percent of the federal poverty level. 
  • Almost three in ten - 29 percent - are in the second priority tier for students with household incomes below 200 percent of the federal poverty level. 
  • One third (33 percent) are in the third priority tier for students with household incomes between 200 and 500 percent of the federal poverty level. 

Eligible families will be entered into the lottery according to their prioritization and families will be notified beginning April 6 about awards. The award amount for a child in a private school (without increased funding due to a disability) is $10,474Home school families are qualified for $2,000.

We encourage all families to consider applying. Please review the checklist for parents before beginning your application and use the Odyssey smart assist tool with any application questions. If parents have all information on hand, the application can be completed in less than 10 minutes.

Texas Education Freedom Accounts provides children with special needs access to additional funds. To qualify for these funds, a child must receive an evaluation and an Individualized Educational Plan (IEP) from their public school district and have the ISD upload the IEP to the APEX platform before March 17, the application deadline for the TEFA.  

Important information for parents of children with special needs is also on our website, including a video and step-by-step instructions on how to complete the application and how teachers can complete the necessary Disability Certificate form. This information is in English and Spanish.

This website will be updated regularly as there are new developments in how private school parents can access the program.  

Bishop Garcia, chair of USCCB Subcommittee on Racism, calls deleted post from US president “egregious”

OSVNews and other media reported that a video posted on President Donald Trump’s Truth Social account that depicted former first couple President Barack and Michelle Obama as apes was deleted after widespread outrage denounced the content as racist.  

Bishop Daniel E. Garcia of Austin chairman of the U.S. Conference of Catholic Bishops’ Subcommittee for the Promotion of Racial Justice and Reconciliation, said in written comments to OSV News, “I am glad to see that the egregious post has been taken down.”  

He also told OSVNews, whose clients are primarily Catholic media, “As my brother bishops and I have said in our pastoral letter against racism: ‘Every racist act — every such comment, every joke, every disparaging look as a reaction to the color of skin, ethnicity, or place of origin — is a failure to acknowledge another person as a brother or sister, created in the image of God.'”  


USCCB Secretariat for Justice and Peace, Catholic Charities USA offer grants for Catholic Social Teaching formation sessions

The USCCB’s Secretariat of Justice and Peace and Catholic Charities USA are announcing a new Catholic Social Teaching Grants Program. The program offers grants of $1,000, $1,500 or $2,000 for Catholic Social Teaching formation sessions to be led by diocese or local Catholic Charities agencies. It also encourages diocesan-level collaboration between Hispanic/Latino ministries and Catholic Charities local agencies.  

Grant applications will be accepted until March 15, 2026.  

Those interested in this new program can join an information session hosted by the Secretariat of Justice and Peace and Catholic Charities USA on Wednesday, Feb. 11 at noon CT / 11 a.m. MT.  


Early voting calls for Faithful Citizenship 

Texas primary elections are March 3; early voting is Feb 17-27. As faithful Catholics, it is our responsibility to exercise our vote in favor of the common good.  

To do that, we must form our consciences so we are making our selections based on our faith’s teachings.  

The new introduction to Forming Consciences for Faithful Citizenship, the USCCB’s teaching document on the political responsibility of Catholics, states, “The perennial role of the Church in public life i(s) proclaiming timeless principles: the infinite worth and dignity of every human life, the common good, solidarity, and subsidiarity.” Read the full document to learn more about these key concepts that we can use to make prudent judgements about political candidates and the issues before us today.

TCCB Teachers of the Year

Betty Festa, of St. John Paul II Catholic School in Houston and Cecilia Cortez, of Loretto Academy in El Paso, are the 2026 Texas Catholic Conference Bishops' Elementary Teacher of the Year and High School Teacher of the Year, respectively. Congratulations to these two outstanding educators!

Immigration enforcement concerns

As we have seen in Minnesota, tension related to immigration enforcement is at an all-time high. Archbishop Hebda from the Archdiocese of Minneapolis and St. Paul published an op-ed in the Wall Street Journal in which he said, “If recent events in Minnesota have clarified anything, it’s that we can no longer put off the hard work of immigration reform. Every year of inaction has made the debate louder, angrier and less humane…This serves neither justice nor the common good. The moment to act is now.” 

Hebda called for "a comprehensive, long-term solution that reflects reality rather than ideology," with the "granting of a lawful status" for those who have built law-abiding, productive lives in their communities, and with the recognition that "some people will be deported." Ultimately, he said, immigration reform requires "restoring moral order, strengthening families and promoting the common good," with that work demanding "courage, humility, and a willingness to compromise — virtues that define proper statesmanship."
