An affordable path for Texas Catholic families

The Education Savings Account (ESA) program is a significant step forward in empowering families to tailor their children's education to their specific needs. ESAs are a publicly funded savings accounts that can be used for qualified educational expenses, including private school tuition, uniforms, meals, textbooks, therapies, tutoring and more. The program prioritizes students with disabilities and low-income families, creating a pathway to Catholic education. Our Catholic schools are rooted in the teachings of Jesus Christ where students grow in faith and wisdom.

Timeline

Late Summer 2025: State Comptroller posts requests for proposals for certified education assistance organizations (CEAOs).

Late Summer/Early Fall: State Comptroller posts rules for program.

Sept. 1, 2025: SB 2, the bill creating ESAs, becomes law.

Sept. 30, 2025: Selection of the CEAO(s) by the Comptroller

Fall 2025: TCCB-ED & TPSA host trainings for schools.

January 2026: The application process is expected to open.

School year 2026-27: When money in ESAs can first be used for eligible expenses.

ESA Eligibility Guidelines

There are four categories of prioritization for applicants:

  1. Students with a disability
    (defined by Texas Educ. Code Sec. 29.003) whose family income is at or below 500% of the Federal Poverty Guidelines (FPG) - see chart below.
  2. Children whose family income is at or below 200% of the FPG.
  3. Children whose family income is between 201% and 500% of FPG
  4. Everyone else, depending upon available funds. Students who move from public schools will be prioritized over currently enrolled private school students in this category only.
